[wg-c] Question regarding chair vote deadline

  When you say the deadline for vote submission is "midnight EST
Wednesday July 28th", do you mean:

1)  The time that immediately follows 2359 EST Tuesday July 27th, or

2)  The time that immediately follows 2359 EST Wednesday July 28th,

...and by which clock are submissions to be judged?  I'm assuming 
it'll be the timestamp in the Received: header from dnso.dnso.org?
