False.  There is no equivalent.  Radio spectrum use is a
complex phenomenon consisting of a spectral bandwidth, geography,
and time - which is especially relevant to CDMA.  The choice by
ITU participants at the turn of the century to microregulate
radio use significantly retarded its deployment and innovation.
The notion of a regulator planning such resources has today
largely been disenfranchised except for legacy purposes.

IP addresses are what private network operators stick in
packet headers, and domains are a construct for object tags.


Private companies do not allot radio frequencies to others.

False.  There are lots of examples to the contrary - even
outside the US. ;-)
