The FCC regularly holds re-issuance proceedings for radio and television
licenses. If the station has performed poorly, has a large number of
complaints, or is insolvent, the license is often re-bid. But never is it
re-bid for the sake of being re-bid.

Put it this way: if you can get NSI to agree to have .com re-bid, then
I'll shut up and go away. Until you can do that, you can't put that kind
of requirement on new registries, as it's unfair competition.

Period.
