The only way to resolve topics that are both complex and highly disputed, 
is to start with areas of easier agreement and work up (or down, depending 
on your perspective.)

This means that each thing agreed to must NOT be made dependent upon all 
the remaining issues.  It is not that the remaining issues are secondary, 
but that keeping everything tightly intertwined is already demonstrated as 
making the task impossible.

         Hence, I concur with your approach and
         concur with your specific proposal.

Strongly-held and strongly-represented concerns from the trademark 
community have brought sustained pressure for a much lower gTLD increment 
than is technically required.  Your choice of size for an initial 
allocation is a second, independent derivation of a reasonable compromise 
number.  The first was a couple of years ago and included agreement from 
the INTA.

We need to be careful to ignore efforts to distract and de-focus the group, 
especially when they seek to instill fear of legal retribution.

Let's focus on this one question, get it resolved ON ITS OWN and without 
adding meaning that isn't clear in the proposed language, and THEN move on 
to remaining points, one at a time.
