My only reservation to agreement with any number is that the requirements and
obligations for operating a TLD have not been spelled out.
That said, I support this also, with the proviso that the
obligations/contractual requirements be subject to discussion, vote, and
approval, by the workgroup.
I think consensus on those issues will be much easier to acheive than anyone
thinks.
