That's why a productive consensus process, like that used in the IETF, 
refers to it as "rough" consensus.  The word "rough" has two 
meanings:  approximate and difficult.  Of course, both apply.

More importantly is that the measure is of "strongly dominant" 
consensus.  The mere presence of some who disagree is not sufficient.
