[wg-c] YAPP (yet another position paper)



What the heck... how about this...

1.  Initially, there will be 6-10 new TLDs.  ICANN will decide on the
exact number based on the registry proposals they receive.  ICANN
will decide whether to add more names later.
2.  Any prospective registry can submit a registry proposal to ICANN.
3.  The proposal will state the number of TLDs the registry wishes
to be a registry for.  This number can be from 1 to 10.
4.  The proposal will state the TLD strings that the registry wishes.
5.  The proposal can state more than one TLD string even if the
registry only proposes to be a registry for one TLD.  The strings
will be listed in order of preference.  ICANN will decide
which sting the registry actually receives.
6.  The proposal will state the "business" model (non-profit, cost recovery,
for-profit, sponsored, chartered, etc.) of the proposed registry.  A
diverse set of models/concepts is sought.
7.  The proposal will state the geographical area in which the registry
operates.
Again, diversity is sought.
8.  The proposal will state the operational interface that the registry
will use to allow registrars to register names.  Prospective registries
are encouraged to use standard interfaces and to cooperate with
each other and the IETF in order to propose standard interfaces.
9.  The proposal will state its "opening day" policy.  A fair policy
where the accredited registrars have equal opportunity to
register names on opening day is encouraged.
10. Minimum operational criteria will be specified by ICANN and the DNSO and
the proposal
will have to demonstrate that the registry can meet these criteria.
11.  The prospective registry can add any other information to the proposal
that it
thinks may help its case.
12. If accepted, the registry can operate for X=3 years.  After which time
proposals
will be accepted for another registry to operate that particular TLD and
during which time ICANN may revoke the registry's license for cause.

ICANN will use the proposal information, weighing all of the many
inter-related issues to choose the initial set of registries.
