You neglect the converse position. Many people oppose non-profits
because they are typically inefficient, lack incentives to optimize
and provide customer support, get off on ideological causes, tend
to be self-serving, often lack effective oversight and succumb to
major abuses from within. These are hardly new revelations. It's
the reason why socialist managed economies fail to miserably. The
also oppose them because the Internet name resolution business is
fundamentally a competitive one best left to an unfettered market.
However, there may be narrow circumstances where non-profits may be
appropriate. In addition, there is Mikki Barry's analysis that it
is unlawful and inappropriate for ICANN to be restraining competition
by deciding business models.
The neutral model you propose does provide a basis for consensus,
if both sides can live with their differences.
