I suspect that committees will often be the way to handle it.  I just
don't want to mandate committees in all circumstances.  Sometimes things
do work best when discussed in a larger group; it depends on the
situation.

For example, if the issue is a relatively focused one and the issue is one
that has a limited number of clearly distinct solutions, then it might be
reasonable to simply have assign a pair of advocates, let 'em debate in
front of everybody, and hold a vote.

But when the choices are less clear and the issues are less clear, a
committee to focus the choices and issues would be a good thing for the GA
to charter.

But in all cases, there would be a final up/down vote by the full GA
before fowarding the proposal up the food chain.
