Yes, this is one of the areas where the rules should be modified to
allow multiple tracks. A motion, even for a vote, need not stop other
business. Robert's Rules in a live meeting requires that business is
handled sequentially, one issue at a time.
An online group can handle several items in parallel. Online discussion
and voting can seem slow, but with several issues being handled at once,
a group can still be productive.
