Ah, but in this analogy, you're actually 22, and waiting for the
polling place to be built in your hometown! :-)
Put another way, those companies who are not yet registrars
and who are not yet registries, if they are not to be allowed into
the constituency for which they will (presumably) qualify in the
future, should still have someplace where they can participate.
They're all over 18, after all.
If the GA isn't that place, then there should be a "misc"
constituency for entities who don't fit into any other. Otherwise,
we have disenfranchisement due to lack of proper affiliation.
That way there be dragons.
