Many people might be more comfortable with this approach
if there were some understanding of exactly what the nature of
this "evaluation" was.  It seems like an 
inextricable
element of any compromise.

Perhaps as part of this proposal, you could succinctly articulate
exactly what would be evaluated, how this would occur, and how
this would modulate subsequent action.
