Making these last elements mandatory makes creating any type of report 
impossible. The WG cannot be forced to do a a full analysis that is not 
based on contribution voluntarily made to the WG. Those who feel impacted 
should comment to the WG or during the Public Comment Period, and have 
their comments included int he report.
