The traditional answer is appropriate - A vote should be taken.  The issue
question should be clearly stated with a direct "yes", "no", "abstain"
response.  A simple majority of all members voting should be required to
give explict and unambiguous assent to a document.  No "consensus"
measurement by the chair should be allowed.
