Robert's rules are a bit too heavy but still one example of clear cut
procedure. I fear that their adaptation to the electronic context is going
to be hard. The rules for e-debate will have to be somewhat lighter. Maybe
some list/group members already have experience or information of
something like them in contexts other than IETF and related bodies, ie in
more parliamentary situations.

Good chairs are vital. If they go wrong and enough people realize a
rebellion occurs or a  coup
is staged so maybe you got your problem solved and maybe not. A crucial
point before appointing chairs is going to be how to review them, and
then, how to review their performance fairly.
