In the absence of another consensus rule, nominations are usually "Made and
seconded"

That provides 2 persons. Otherwise, one get's into a "petition system" where
one needs multiple signatures. Someone would have to administer that.

Then the candidates statements, the campaigning, and the votes.

I feel that 2 are enough to nominate.
