Nomination Procedures for the Chair of the General Assembly (GA)

Nomination Procedures for the Chair of the General Assembly (GA)
1. The nominations period shall take place starting
Friday November 26, 1999 at 18:00 Central European Time (CET) through
Friday December 03, 1999 at 18:00 CET (local time in other places)
2. Any member of the GA may make a nomination.
A member of the GA shall be any natural person who at the
time of the nomination (or endorsement as set forth below)
is:
* subscribed to the GA-ga or GA-announce lists;
* subscribed to a working group list; or
* a Names Council member; or
* a member of a DNSO Constituency.
Note: A person with multiple email addresses is only counted
once.
3. Nominations should be emailed to the DNSO Secretariat at the following
email address: ga-nominations@dnso.org and use the provided Template
for nomination.
Nominations will be archived at:
http://www.dnso.org/clubpublic/ga-nominations/Archives/maillist.html
The nomination should include at least the following
information:
* the name and email address of the nominee,
* the name and email address of the nominator, and
* type of GA membership (i.e., GA-ga subscriber,
GA-announce subscriber, Working Group subscriber, Names
Council member, or DNSO Constituency member).

4. Any nominee can express his/her acceptance or declination from the time
he is nominated, until 3 hours after closing the nomination period.
If no acceptance is expressed in the period, he/she is thought to have
declined.
The acceptance period close on
Friday December 03, 1999 at 21:00 CET
Acceptances should be emailed to the DNSO Secretariat at the following
email address: ga-nominations@dnso.org and use the provided Template
for acceptance.
After the deadline of acceptance, the list of accepted nominees is
published http://www.dnso.org/dnso/notes/1999.DNSO-GAchair.html and the
endorsement period begins.
The acceptance should include at least the following
information:
* the name and email address of the nominee,
* background information about the nominee, and
* statement of the nominee's objectives in the role as
Chair of the GA (including his or her views of the role
of the GA and its relationship with the Names Council
and Constituencies of the DNSO).

5. The endorsements period shall take place starting
Friday December 03, 1999 at 22:00 CET approximately,
(after the list of accepted nominees is published), through
Friday December 10, 1999 at 18:00 CET (local time in other places)
6. Any member of the GA may endorse their support for any of the accepted
nominees.
7. Endorsements should be emailed to the DNSO Secretariat at the following
email address: ga-endorsements@dnso.org and use the provided Template
for endorsement.
Endorsements will be archived at:
http://www.dnso.org/clubpublic/ga-endorsements/Archives/maillist.html
The endorsement should include at least the following
information:
* the name and email address of the endorser; and
* the name of the accepted nominee he or she wishes to
endorse.
Specific statements of endorsements (i.e., how you know the
nominee and why you believe he or she would make a good GA
Chair) may also be submitted and are encouraged. Members of
the GA may endorse as many accepted nominees as they wish,
but may only endorse any given accepted nominee once. While
the Names Council will consider the number of endorsements
for each accepted nominee as valuable input into the
selection process, given the potential for abuse in an online
process, such numbers will not be definitive.

8. All accepted nominees that receive 10 or more endorsements by 18:00 CET
on December 10, 1999 shall be forwarded to the Names Council for
selection.
On December 10, 1999 at 24:00 CET, a list of the accepted nominees and
endorsements will be published at the DNSO website.
9. A nomination watchdog committee shall be formed to police the
nomination process to help detect and cure any instances of fraudulent
activity in connection with the nomination process.
To avoid having a nominee in watchdog committee, its members will be
asked to declare that they do not intend to be candidates for the GA
Chair.
The committee shall consists of the authors of the
nominations procedures proposals submitted to the GA, which
includes Jonathan Weinberg, Kent Crispin, Javier Rodriguez,
Roberto Gaetano and Bradley Thorton. In the event that any of
the members of this committee are nominated and/or accept a
nomination, they shall immediately resign from the committee.
Members that are nominated but decline to accept the
nomination may return to the committee upon expressly
declining their nomination. Any instances of fraudulent
nominations or endorsements should be reported to this
committee at the following email address:
ga-watchdog@dnso.org, with a copy to the Names Council at
council@dnso.org. This committee and the Names Council shall
have the sole discretion as to how to deal with any such
reported activity.
10. The selection of the General Assembly Chair and an Alternate GA Chair
by the Names Council will take place starting
Friday December 10, 1999 at 24:00 Central European Time (CET) through
Friday December 17, 1999 at 18:00 CET (local time in other places)
The selected GA Chair and an Alternate GA Chair will be announced no
later than Friday December 17, 1999 at 21:00 CET.
