There has been
virtually no attempt to forge consensus or seek compromise among the
participants themselves. While the NC and Board are supposed to
"recognize"
consensus among the participants, they have too often been left to act
as
judge of how best to balance competing interests.
Unfortunately, the NC and the Board appear to have a different
definition for "recognizing consensus" from time to time. There seem
to be occasions when "recognize" means "accept and act upon" and
others when "recognize" means "acknowledge and ignore".
Also, the NC and Board have not been "left to act as judge...", they
have taken upon themselves the task. I make no judgement here, just
an acknowledgement of the facts. Without a more defined participation
model, they have had little choice, right or wrong.
