Exclusion of "real end users" in the manner you suggest is not necessarily a bad thing, in-and-of itself. Certain functions of ICANN would be inappropriate for comment from those unfamiliar with the technical implications. [how much "end user" interaction was there in forming the standards for signaling methods for basic POTS, a service that affects far more people than DNS] It is the lip service given to representation that is difficult to digest.
Artificial constituencies are too prone to special interest capture. The real ballet here is how to balance constituency creation, appropriate representation and special interests.

There has never been any consensus and there never
will be so long as the user base of the Internet is not polled,
something that ICANN is the last entity in the world to want to do,
as has been proven by its exclusion of any real end-users from the
DNSO, because such a poll would turn in results diametrically
opposed to those of the board.
