[wg-review] organization and thread topics

Just a quick request - when dealing with specific subject areas, could we 
please all use the 10/12/13 or whatever topics list as topic prefixes? It 
will make collating the material much easier. YJ had given these as thread 
topics, but clearly the volume is such that multiple threads will develop 
in each area. What I'm proposing is that the first part be used as a prefix 
for new threads, so that a thread dealing with the GA, for example, be 
started with

4. [GA] <insert thread topic here>
