You are correct. ICANN receives $6.00 for each domain name. I think the real
reason to open some new TLDs was to increase this income. I remember that
ICANN was to get about $1.6mm from the current deal. I am not sure if they
will get that much.

Though users and registrants pay twice. The registries and registrars pass
their costs on to their customers, and then we ask those same customers to
pay up again if they want direct representation.
