RE: [wg-review] WG Membership

This issue was settled in WG-C, please refer to those arguments. For this
WG, these are off-topic. TLDs are being added, even if the mechanism is
under debate. The need has been established long ago and we don't need to
distract this WG with rehashing of old decisions.
