Just one thing to rise and drop your expectations.
The $10 fee is ok (did you read our http://icann-fra.org response to the 
Staff?)
But just think:
- it may only cover the cost of your PIN
- in some places $10 is nothing, in other is one month work.
But cheers, there are solution around, should we organize... coming soon.
