      Yes, the law says ICANN must have members. But so long as the
      membership exerts none of its rights, the ICANN bylaw is in
effect.
      To become a member of ICANN, you must do one of the things
allowed
      to members by the law. You must change a bylaw, or file suit
against
      the corporation.
