Yes, it could be done.  But it is a lot  more work (both for the voters and
for the Administrator) than simply giving every voter the option of multiple
ticks for multiple candidates, and the result is the same.(just like the
nomination result)
The  candidates still end up being ranked in order of preference.

Anyway, the proposed alternative is up in the Booth for your opinion.

As the Chair has tasked me to conduct the election within a tight time
frame, I cannot be in favour of last moment changes, because it would delay
the election by as much time as it takes to find consensus on the method.
