How about if the Registrar Agreements which ICANN basically dictates to its
delegated/accredited registrars, also contain an invitation to become a
member of the ICANN @Large Membership?  Wouldn't that be an inexpensive way
to achieve some outreach, at least to individual domain name
holders?
