Whether any so-called representative body, does represent its members,
and, not just a select few, is always a matter of differing opinions.
Governments (well, here, anyway), are known to not represent the people
that they are supposed to represent, and, the same applies to individual
politicians, here (as, no doubt, elsewhere).
I am not a member of the BC; I was merely using the example above.

Why not, as I have previously suggested, a simple system, of one
representative for each country, each representative of each country,
being elected by the users of the Internet in that country, with all
Internet users within the country, having equal voting rights, and, the
representative being "chair" of a national forum, such as this, and,
obliged to represent the wishes of the members of the forum, using
polls, like Joops poll.
If the number of countries is too large, then, again, as I have
previously suggeested, rtepresentation based on continent; an equal
number of representative, for each continent.

In Australia, we have the Australian Electoral Commission, which has
people imprisoned, for trying to inform the people of their voting
rights.
The use of credit cards, for identification, again goes to the wealth of
the individual. Better a simple instrument, like a driving license, or,
passport, or whatever.
