If more than the two states of the USA, in other words, if all countries
connected to the Internet, had legislation that outlawed spam, and,
treated it as the serious crimes that it involves - theft, unauthorised
use of computers (which is a serious criminal offence in Australia, iff
it applies to federal governemnt computers), etc, then such actions
would be inappropriate.

However, in the absence of law and order, people can do whatever they
need, to protect themselves.

When those in control do not want to provide law and order, then,
lawlessness prevails, and, anything to protect a party's interest, is
reasonable, as long as it is not to the detriment of the innocent.
