[wg-review] Preliminary Reports - call for discussion and vote

Joop, could you please prepare votes on the following topics? The votes 
should be scheduled to begin Friday and end Monday. If the WG agrees, I'd 
like to be able to tell the NC that we have adopted them on Wednesday the 24.

I visualize discussion on these occurring over the next several days, 
before we start in on constituencies.

Preliminary Report - 11. IDNH
Preliminary Report - Consensus
Preliminary Reports - 3. Constituencies and 4. GA

For each of these, the questions should be:

The WG should approve this report
The WG should not approve this report
I don't know if the WG should adopt this report
I don't care if the WG adopts it or not
