I am afraid I don't need that much time to read the data. Unless
someone can convince me otherwise this is how I see the actual history;
The force is created because there is a real need to improve the status
quo.
Improving the status quo will lead to reorganization and altering of
present participants.
Therefore the present participants are not following a course which
will result in change.
This WG took the assignment at face value. The resulting reports
are out of line with the agendas of the present participants. The
present participants must spin the reports to both slow the process and
obtain a remaining status quo result.
The recommendation from this WG should be that upon review the force
has not followed the mandate creating it. That if the force followed
the mandate real progress would be made.

think it only fair that this Working Group should devote a small amount
of time to conducting a review of the Review Task Force. After
all, a task force that generates “recommendations” is part of the structure
that we were mandated to evaluate… and in my humble opinion, only a very
small amount of time will be required (six months worth of their records
should take no more than perhaps fifteen minutes to read).
