And since ICANN has control of the DoC DNS, if one wants a domain name,
one signs the contract.  It's called monopoly power and whether one uses
the word governance or not it means that if one wants to be on the
Internet one dances to ICANN's tune.

And today ICANN is playing only those melodies written by trademark and
registry/registrar businesses.
