For clarification purposes, of course comments received during the DNSO public comment period will be incorporated into the draft forwarded to ICANN (as reflected in the quote cited from 2.0). It seemed self explanatory that they would be - I apologize if it created any confusion or concern that they wouldn't be.

I have noticed some rather interesting differences between version 2.0 and version 2.0a of the DNSO Review Report:

 

Version 2.0 states, “The draft DNSO Review Report prepared by the Task Force will be discussed at the January 24th Names Council conference call.  Any revisions resulting from discussion will be incorporated, and the revised draft will be posted to the DNSO for public comment.  Comments from the Review Working Group, individuals, constituencies, and interested parties are welcome.  Comments resulting from the comment period will be incorporated into the draft forwarded to the ICANN Board.”

 

Version 2.0a states, “The draft DNSO Review Report prepared by the Task Force was discussed at the January 24th Names Council conference call.  Names Council comments were incorporated into this draft, which is now posted for DNSO public comment.  Following DNSO public comment, the DNSO Review Report will be forwarded to the ICANN Board for its review and public comment period.”

 

Is this current Public Comment period a sham?  Will public comments be incorporated into the draft forwarded to the ICANN Board, or has the decision of a solitary “editor” nullified this process?
