Miles, that's like saying the State owns the highways, therefore the
State also owns the cars that drive on them! I'm sure there are a lot
of car-owners who would take issue with such a point.

Miles, the State owns the routes of highways and their construction, but
not the types/colours/numbers of the vehicles travelling on them.
