Yes, when we speak of multilingualism in the ICANN arena, it is not a
singular worm but the whole can full. If we do not technically have a
right to use the internet then certainly we have no rights to language
or cultural diversity. So what we are really talking about here is
often kind of mushy sensitivity, common courtesy and the brother/sister
hood of the planet.
However when we are talking about Outreach and Education the whole
matter changes into a very practical aspect of inclusion. Assume that
in the long run it really does matter whether we have bottom up
consensus and representation of Internet Stakeholders. From the White
Paper to U.S. Law to international treaties to politics there is good
reason to assume this fact.
The bottom line here is that increased multilingual outreach and
education have already been decided as beneficial to ICANN. The very
sound reason I am not pulling up all the archives and offering great
debate on the issue of do we need it, is because that is over - we do
need it there is no reasonable debate, it has been decided.
The only directive that should come from further work in this group, on
Outreach, Education and Multilingualism is a clear and convincing
MANDATE to the NC and BoD to get it done.
I have already suggested that if for no other reason this WG continue
with the directive to provide a specific proposal on implementing a
multilingual eduation and outreach plan, indeed several specific
proposals, on matters like funding and hiring and contracting and a list
of things for stafff and secretariats to get done in order to effect the
increase.
