We are in a serious position of apathy.  The causes vary and are both
inside and Outside.

Let me make this very serious observation:

The Names Council and the ICANN Board of Directors received very clear
consensus mandated public input and council and board made public
observation that Outreach was needed.

They have not only failed to act on that mandate, including the
acknowledgment by both the council and the board, but the have
deliberately thwarted any attempt to comply with that mandate.

They have made deliberate and conscious efforts to prohibit the goal of
outreach.

This alone should be considered as grounds for violation of the APA.

ICANN should be accountable to public opinion and they are not.
