Joop, this report is not for the NC. This report is for the BoD.
Resolutions 01.28 & 01.29 were issued by the BoD, not the NC. The BoD is
seeking to reform the DNSO, not the NC.

To what end, Joop? If they're not full seats, what's the point? Personally
speaking, I think the idea of "observer" status is like the proverbial
carrot being hung out before the donkey. I don't think it would be a good
idea to request/accept such a situation, it may be dragged out for a
prolonged period. The immediate need is for *full* representation,
individuals have been observing long enough. Also, the GA will not be the
body voting for the representatives of the Individual's Constituency ("IC").
The members of the IC will be voting.

Again, this report was not requested by the NC, it is going directly to the
BoD.
