I have a suggestion for the recommendation in for part
2. I think we should think carefully about the final sentences in the proposed
recommendation. I am concerned about the propriety of suggesting that ANY part
of ICANN -- be it a working group or otherwise -- be the immediate vehicle for
organizing a self-organizing Individual Domain Name Holders
constituency. One idea might be that we add a sentence
stating our recommendation on what the mission and purpose of such a
constituency would be and that we recommend that the BoD put out a notice that
proposals for the constituency may be submitted. Then, it will be the job of
individual domain name holders to self-organize and submit a proposal in a
manner similar to the existing 7. What do you
think?
Recommendation:
It is recommended that the Board immediately begin seeking proposals for the
implementation and organization of an Individual’s Constituency. Such proposals are not to be
sought from any existing ICANN organization or any other appointed
committee/group, including but not limited to the NC and any present
constituency within the GA.
