You observation is quite valid and the original draft principles for the constituency did not allow this. We revised and agreed our principles during a meeting in Berlin attended by ccTLDS from all over the world (see minutes at list of participants at http://www.centr.org/constmins.html)
There was quite a vociferous rejection of the imposed requirement on geographic diversity from the floor and the dissent came from all regions. The regional chairs who now form the Administrative Committee of the constituency were told to remove the condition. The basis for rejection was that the constituency is by nature, global and each registry is entitled to nominate anyone it wishes and gets one vote. It was argued that the result of any election held on this basis will produce the result which the global community wants. It was also agreed to review this theory after one year.
