Nigel,

I see several problems with your proposal:

1) It does not assure regional diversity.
2) It is unheard of in any type of election and extremelly confusing that 
the names of nominators be placed in a ballot.
3) I believe that the vote should be public.
4) Preferential voting does not have any meaning, except in case of a tie. 
I am not against it, it may make the tie-break procedure easier. In case of 
a tie, a candidate with higher added preference (we can give 3 points to 
the first, 2 points to second and 1 point to the third) would win. It would 
require a write-in ballot, instead of a ballot in which you just write 
crosses in front of names.

Your motion to delay should be voted before my motion. Your proposal should 
be voted after mine, as it has come later in time.
