[council] GA Chair Nomination procedures

As you all know (and have known since I sent the minutes of LA on Nov
9th) we have until the end of the day Friday to post the nomination
procedures.  As you should also know, there were five proposals
submitted.  I am going through the proposals and hope to create one
proposal that incorporates as much from each of these proposals as
possible, and hope to post it to you at the end of today.  I will need
any feedback by 12:00 CST (1pm New York time) on Friday so a final draft
can be posted to the GA (Elisabeth will you be available sometime Friday
evening to post to GA?).

Please be reminded that we have a short timeframe here and I would
prefer to receive truly substantive comments about things that people
absolutely cannot live with or that are clearly inaccurate.
