Re: [council] GA Chair Nominations.DOC

Caroline and Elisabeth,

I think Caroline's summary is very well written considering the
submitted proposals. And Elisabeth's comments are very thoughtful.
Thank you, both of you.

I have comments on 2 points.

(1) When does each nominee declare acceptance or declination of
    nomination?

There may be ambiguity or problem in the deadline of nominee's
acceptance of nomination. For example, can a nominee send his/her
acceptance before closing time of nomination? Can a nominee
express his/her acceptance with a speech if nomination is sent to
the list just before the deadline? Or, is there possibility for
people to endorse a nominee who will decline?

To make it clear and reasonable, how about making the following
change?
"Any nominee can express his/her acceptance or declination
       * from the time he is nominated,
       * until 3 hours after closing the nomination period.
If no acceptance is expressed in the period, he/she is thought
to have declined. After the deadline of acceptance, the list
of accepted nominees is published and then endorsement period
     begins."

If "3 hours after closing the nomination period" is 21:00 CET,
Elisabeth may be able to publish the list of accepted nominees
at 22:00 rather than after midnight CET.

(2) Can people in watchdog committee get nominated?

To avoid having a nominee in watchdog committee, how about asking
the people in watchdog committee to declare that they do not intend
to be candidates of GA Chair?
