That's one solution. Alternatively, as I suggested, I am happy to issue
invoices to those who tell ICANN that they want to make a contribution, but
need an invoice for purposes of recordkeeping. An note from the ccTLD
constituency listing registries, email addresses or fax numbers, and
volunteered amounts would certainly be adequate.
What I want to avoid is a situation in which ICANN sends an invoice to
someone who has not already volunteered to make a contribution, and may
regard the invoice as some kind of bill for services, which I am not
authorized to issue.
