here is what i wrote kathhryn....
"i think we have a problem with this. it is my understanding that you cannot
appoint a "temporary " representative to the council. this surfaced after
milton mueller and paul kane were appointed as "temporaray members" few
meetings ago.
it is my understanding currently that you can give your proxy to another
names council rep but you cannot appoint a temporary .."
I do not believe that any constituancy can appoint temporty representatives
to the council. my guess is that appointment
would probably be in conflict with by laws on all sides.
unless we receive specific instructions to the affirmative from the ICANN
staff, i do not believe we can accomodate this
procedure of temporary appointments
if you have any other questions on this please i feel that you should bring
them up with either andrew or
