I have some points I would like to raise re::

Firstly - I think we need to be much clearer about what it is for someone to
'cease to be contactable'. Many of us havbe a very heavy email  load and do
not respond to every email we get - but that is not to say we cease to be
contactable!  A decision not to respond  or participate in a dicusion thread
is not being incomunicado.  I think we need a defined event to trigger the
provisions in this section - such as, say, three requests for a response
from the DNSO Secretariat - with an aqgreed subject line.

Another point - we should provide for NC members to be absent on leave.
Some of us have hopes of a holiday for a few weeks away from telephones and
email - and we should be able to advise the Secretaria/Chair that we will be
on leave for a specified period.
