Erica,
I am not certain we need to discuss this again. The budget committee is a
sub-committee of the NC and it is to the NC that the budget committee makes
recommendations. Also, if the NC requires budget related advice it may refer
a matter for a recommendation to the budget committee. The NC then accepts
or rejects the budget committee recommendation.

Once the NC decides to act it does not requite the sanction of one of its
subsidiary committees.
