[council] How to form Committees and TFs?

I do share Vany's confusion here.

UDRP Task Force has 20 or so including Non-NC and NC.
gTLD constituency suggested Non-Voing member and Voting
member which sounds like two members from one constituency.
That is the different description from ToR of UDRP Review.

New TLD evaluation TF has 7 or so including Non-NC and NC.
It doesn't have to be each representative from each constituency.

.Org TF sounds it start from each NC from each constituency.

Can we get these more consistent and organized?
