fellow council members...
frankly, i believe that this latest draft is worded in such a way, as well
as placed for discussion at such a late hour, that i cannot support it as
it currently is written without further consultation with my constituancy.
I am quite concerned by this draft (particularly # 1 & 2 in the NC
recommendations). It, in my opinion, is much too much of a "confrontational"
document and some of the language is much to "harsh"..
