[council] More meddling by BC reps

Please be advised that the GA is in the process of electing representatives 
to the transfers task force.
This election was occasioned by the resignation of the GA Chair that 
expressed his disgust with continuing efforts of the BC representative to 
deny full representation to the registrant community within the Transfers TF.

The BC Interim Chair has written:  "IF your constituency can't name someone 
by Friday, Dec. 7, please let me know, and we will arrange a designee until 
you complete your appointment process."  

The GA will not complete its election process by Dec. 7, and will not accept 
any Interim designee selected by this BC Interim Chair, as we have had enough 
of the meddling of BC reps in the internal affairs of others.
