[council] Revised icng report for Board/GAC consultation
Please find attached the DRAFT report with recommendations to
the Board on how to proceed with the reserved names in .INFO. This report was
prepared by the .INFO Country Names Discussion Group (ICNG), chaired by
Vint Cerf at the request of ICANN's President/CEO, established at the November
2001 Marina del Rey ICANN Board meeting, in response to the President's proposed
Action Plan on .INFO Country Names.
The issue of the appearance of country and distinct economy names embedded in domain names of the top-level domain .INFO was addressed at the September 2001 Montevideo ICANN Board meeting through a communication by the GAC to the Board. At its Montevideo meeting, the ICANN Board instructed the General Counsel to take appropriate action to maintain the status quo and preserve the Board's ability to take action with respect to country and distinct economy names in .INFO; and it requested that the President propose to the Board an action plan to analyze issues related to the reserved list and provide the Board with a recommendation as to how to proceed. As chair of the Names Council I was invited to participate in the last two teleconferences of this discussion group and sought to ensure sufficient prominence was given to the NC resolution on the issue and in particular point one of this resolution: "That while it understands the concerns of the GAC, caution should be exercised to avoid a short-term reaction to a problem that is not inherent to dot info." The report has been produced by the discussion group and there has been no vote to my knowledge. The DNSO should now comment on this report and I propose to add it to the NC agenda for Ghana.
