Philip- It is not a good idea for the Council to continuously make up new rules as it goes along. Doing so undermines our credibility, since we appear to the world to be driven by momentary political influence, personalities, etc. Having said that, we should reserve the suspension of our rules for genuinely important situations where the rules did not foresee an event. In this case, under our existing procedures, the Non-Commercial Constituency was given a show cause notice, to which they replied. We have been attempting to schedule a meeting of the Budget Committee to, among other things, examine the Constituency's response to the show cause notice and we have, in good faith, been unable to do so. I do not believe that the Non-Commercial Constituency should bear the burden of our inability to schedule a meeting of the Committee and I do believe that this is a fairly important matter. Under these circumstances, I agree with your suggestion that we suspend the Council's procedures in this case until the Council has had some reasonable time to consider a report from the Budget Committee on the Non-Commercial Constituency's response to the DNSO's show cause notice.
